Tender for new scan car service in Amsterdam

Human Values for Smarter Cities had a flying start in October 2022, when the project team – consisting of AMS, TU Delft and AUAS – was asked by the municipality of Amsterdam to collaborate on identifying values and prerequisites for contestability for a new scan car service. A scan car service that ensures an ethically responsible, privacy-friendly and secure collection of images and (their) (meta)data from public space.

In March the municipality of Amsterdam opened an official tendering procedure for this new scan car service. The procurement document and process are developed based on the knowledge gathered in the sessions with the Human Values project team. The tender consists of two parts.

  • Part 1: Obtaining datasets for recognizing objects or situations. When obtaining the developed models from the client, the contractor must use objects from situations in public space to anonymize the images. In some cases, the contractor must supply a general, unprocessed dataset (ie to which no models have been applied) at the client’s request.
     
  • Part 2: A research and development process in which citizens, researchers and the contractor work together on an improved way of collecting images in public space and improved object recognition.
